**Kosumi Inari** (稲荷 狐澄; born August 9, 1892), codenamed **Yachimata** (八幡), is a [[nichirin|Nichirian]] intelligence operative serving as Head of [[seele]] Operations in [[evria]]. Born in [[skjarnland]] to Nichirian scientists employed at the Skjarnish Royal Institute of Science, she was raised in Eyrborg before enlisting in the Skjarnish army following her parents' deaths in 1915, subsequently deserting at the Encirclement at Lissavre and crossing to [[elvester]]. She spent five years in Dunmaris's organized crime networks, rising to lead her own criminal organization in the Toteham district and becoming known as the “Nickie of Toteham”, before her recruitment into SEELE in 1922. She is responsible for overseeing and coordinating SEELE's intelligence network across Evria and is among the organization's most experienced field operatives, with particular expertise in marksmanship and the operational structures of foreign intelligence agencies.
## Early Life and Education
Kosumi Inari was born on 9 August, 1892, in Arcturus, a small settlement in northern Skjarnland, the daughter of Seiichirō Inari and Chizuru Kitsunebi, Nichirian scientists employed at the Skjarnish Royal Institute of Science during the early years of Skjarnland's rapid industrialization. Her birth in Arcturus was incidental to her parents' vacation; the family resided in Eyrborg, within proximity of Strålholm, Skjarnland's most populous city.
She spent a lot of time in the Skjarnish arctic, developing extensive marksmanship and wilderness survival skills through hunting trips from an early age. In 1911, she enrolled at Eyrborg University, studying Political Science with a concentration in International Relations. Her studies were interrupted by the outbreak of the Great War in July 1914.
## Great War Service
In early 1915, a [[rudanian]] bombing raid on Skjarnish research and development facilities killed both her parents. Her parents' assets passed through bureaucratic processes that left her without means. She withdrew from Eyrborg University without completing the final year of her degree and enlisted in the Skjarnish army to sustain herself, the enlistment providing food and shelter she could not otherwise secure.
Following her enlistment, Inari was assigned to a Skjarnish foreign division deployed in support of the Holy Evrian Empire on the Arvernois front. She saw action for a matter of weeks. During the Encirclement at Lissavre, as the encircled Arvernois conducted an evacuation by sea, Inari abandoned her position, crossed the perimeter, and presented herself to the Arvernois evacuation as a Nichirian expatriate caught behind the lines. Her Nichirian was native and her Skjarnish left no trace in it. She boarded an evacuation craft and crossed to Elvester with the Arvernois troops, arriving in Dunmaris.
Inari is formally listed as a deserter in Skjarnish military records dated 14 April, 1915, though no warrant was ever issued. The Skjarnish military's administrative attention in the spring of 1915 was directed elsewhere.
## Criminal Career
Inari arrived in Dunmaris in the spring of 1915 with no documentation and no contacts, speaking no Elvesterian. She found work in Toteham District through criminal organizations operating in the district's contested territory. Her marksmanship made her valuable as a contracted shooter, working independently across multiple organizations before aligning with crime boss Ewan Crale, who controlled the district's smuggling operations.
Over the following years, she expanded her role within the Crale organization from contracted operative to lieutenant, and displaced Crale through means Dunmaris police attributed to an internal dispute whose details were never established. By 1920, she led her own organization, inheriting Toteham's smuggling routes and a portion of the district's extortion economy. Her network supplied manufactured heroin to Vicily and [[karjania]], morphine to the [[united-states-of-elysia]], whose civil war had loosened border enforcement considerably, and arms to [[rudania]], Sidanya, and [[cortesia]], alongside a broad trade in contraband flowing through Arverne, the Alemannian states, and back to Skjarnland.
Her alias, “the Nickie of Toteham,” circulated first among rival organizations and eventually in Elvesterian press coverage of Toteham's crime wave. The alias attached to a description: a one-eyed Nichirian woman who shot from distance. The eyepatch postdated the alias. On 14 March, 1922, Inari accepted a contract to kill Aldous Pelworth, a senior figure in a rival organization whose encroachment on Toteham territory had cost her two lieutenants. Pelworth moved with a four-man escort and varied his routes without pattern, though she identified that Pelworth visited the same tobacconist on White Hart Lane every Sunday morning, unaccompanied, the owner being his brother-in-law. She positioned herself on a rooftop across the street and fired through the window, killing Pelworth. However, a second shooter, positioned on an adjacent rooftop as counter-surveillance, returned fire the moment the window broke. The round caught her above the left eye. Her own people found her on the rooftop three hours later, unconscious, the rifle still in her hands. The Pelworth Job, as it became known in Toteham, was her last contract.
## SEELE Career
In the weeks following her recovery, she was approached by a representative of SEELE, whose analysts had identified the pattern in the Toteham killings before Elvesterian police had established that the perpetrator was a single individual. She accepted the offer and walked away from the organization she had built, leaving its remaining structure to dissolve naturally without her. She was appointed Head of SEELE Operations in Evria on 11 November, 1922, bringing with her an operational network spanning almost all of Evria, assembled through seven years of criminal enterprise across the continent, operating under the field designation *Yachimata* (鈿女), the Kaiseido goddess of road junctions, boundaries, and travelers.
