**Hildegard Kriemhilt Adelheid von Bismarck** (クリームヒルト・フォン・ビスマルク; born February 14, 1898) is an [[alemannia|Alemannian]] politician serving as the High Commissioner of the [[aureate-co-prosperity-sphere|Aureate Co-Prosperity Sphere]] under Shogun [[masashi-miyamoto]]. The daughter of [[alexander-von-bismarck]], a Ymirian noble with longstanding ties to the Nichirian government, she completed a Bachelor of Science in colonial administration at KYPS Akenau before the outbreak of the [[holy-evrian-civil-war]] in May 1918. Her father arranged her dispatch to Nichirin under an agreement with Shogun Masanori Miyamoto during the conflict, which dissolved the [[holy-evrian-empire]] into its successor states over the following six months.

In Nichirin, she served as an attaché to the Ymirian Advisory Mission while completing a Master of Science in colonial policy at Takarazuka Imperial University. During her attachment to the Ministry of Colonial Affairs, she produced analytical work on colonial governance that the ministry had not requested; the work drew sufficient attention that Shogun Masashi Miyamoto appointed her Minister of Colonial Affairs directly on October 13, 1924, following the death of her predecessor Shosuke Kaga. At twenty-six, she was the youngest ministerial appointment of Masashi's tenure and remains the only foreign national in the cabinet.

As Minister of Colonial Affairs, von Bismarck administered Hōrai and Kinshū, whose combined population exceeds 150 million. In February 1930, she attended the First Conference of the Alemannian Nations at Akenau alongside Chief Liaison Officer [[akane-shikinami-hoffmann]] as a Pentapartite observer. Her expertise in Alemannian political history informed the cabinet's assessment of the Akenauer Bund, the coordination framework founded at that conference between Ymiria, Arlbern, and Nordmark, which she described as a reunification vehicle for the former Holy Evrian successor states; the three unified as the Alemannian Confederation on April 5, 1931.

On February 23, 1931, the Ministry of Colonial Affairs was abolished and replaced by the Aureate Co-Prosperity Sphere (光輪共栄圏, *Kōrin Kyōeiken*), a self-governance framework that von Bismarck designed and currently heads as High Commissioner. Under the Kōrin, Hōrai and Kinshū became constituent states with full domestic self-governance, while Shinkeisei retained foreign policy, military basing rights, and the Shogun as head of state. The same decree formalized two new constituent states negotiated with native populations: [[mizuho]], on the Western Panthalassan coast of [[elysia]], through a protection agreement with Tamanqui communities, and [[ryugu|Ryūgū]], in eastern [Aphirica](https://auroruse.github.io/the-talopedia/pelagonia/#geography), through negotiations with Sennari tribal councils after a ministry-brokered ceasefire ended an eighteen-month inter-clan conflict.

Von Bismarck represented Nichirin at the Fifth Pentapartite Conference in Veynach on March 1, 1931. [[elvester|Elvesterian]] foreign minister Lord Oliver Parkside argued that the Kōrin set a precedent that would proliferate demands for self-governance across colonial empires worldwide, and withdrew from the session, followed by the [[arverne|Arvernois]] and [[ponurvia|Ponurvian]] delegations. On the contrary, the Akenauer Bund endorsed the Kōrin and announced similar measures for its own holdings. While the Mizuhara Pentapartite was never formally dissolved, the alliance's provisions currently continue only as a bilateral agreement between Nichirin and Alemannia.

Since June 1934, von Bismarck has has also overseen the Ministry of Foreign Affairs, following the [[nariyoshi-miyagi]]'s retirement.
